In 2003, Tooele City's youth were found to have the greatest level of risk in areas including antisocial behavior, lack of commitment to school, and family conflict. In 2004, a study was conducted which reconfirmed these risk factors and for the most part reached elevated status. As a result, Communities that Care™ has implemented three proven-effective courses that are taught both in the community and in the schools: Guiding Good Choices™ to address the issue of "family conflict;" Life Skills Training to reduce "antisocial behavior;" and Lions-Quest to battle "low commitment to school."
